Attorney Schulman has practiced law for fifty-two years as of August, 2015, including serving in the United States Air Force from 1963-1966, and as an attorney and then Executive Director of Neighborhood Legal Services, Inc. of Hartford from 1966-1974. While carrying on a general practice, he has functioned as a trial litigator in court, particularly in personal injury matters. He also has a substantial portion of his practice devoted to representing injured workers before the Workers Compensation Commission and in representing small businesses in their start-up phases, contracts, leases and management consultation in the running of a business.As a litigator, Atty. Schulman has been involved in many cases involving improving the community, including La Casa de Puerto Rico, Inc. vs. The City of Hartford, which led to Latinos being accepted as firefighters in the City of Hartford. Also, the landmark Consent Decree ordered in the 1973 settlement of the case of Cintron vs. Vaughn was a significant step in the promotion and hiring of Latinos and African Americans in the Hartford Police Department. Additionally, Atty. Schulman has legally organized and obtained tax exemption and/or at times represented community organizations such as La Casa De Puerto Rico, Inc., the Hispanic Health Council, Inc., The Connecticut Puerto Rican Forum, Inc., the Spanish American Coalition, Inc., Latinos Contra Sida, Inc., the South Arsenal Neighborhood Development Corporation (SAND), The West Indian Social Club of Hartford, Inc., the West Indian Foundation, Inc., and the West Indian Independence Committee, the Garden Area Neighborhood Council, Inc., the Clay Hill Improvement Association, Inc., and many others too numerous to mention.Currently, Atty. Schulman serves as Deputy Mayor of Bloomfield, Ct., having served as Mayor from January, 2003 to October 2015. He has served on the Bloomfield Town Council since November, 1991, except for two years between 1997-1999.Atty. Schulman is and has been active in community affairs having served as the first Chairman of the Ethics Commission in Bloomfield; member and past president of the Bloomfield Lions Club; Council Chairman for Connecticut for Multiple District 23 of the International Association of Lions Clubs; District Governor of District 23B of the International Association of Lions Clubs; President of the state-wide Connecticut Lions Eye Research Foundation; Commissioner of the Greater Hartford Transit District; member, congregant and past President of Beth Hillel Synagogue; President of Connecticut Lions Charities; member of the Hartford Jazz Society; and fifth degree black belt in the Uechiryu style of Karate, Kenukai Association. He has also served on the Boards of various organizations including, but not limited to the Spanish American Merchants Association (SAMA), Neighborhood Legal Services, Inc., Capitol Region Council of Governments Executive Committee and Board, the Raoul Wallenberg Children's Foundation International, Inc. and the Ebony Horsewomen, Inc.
